A proposed housing development next door to Kooser Elementary School in northwest Lincoln got the green light Wednesday from the Lincoln-Lancaster County Planning Commission.
Commissioners voted unanimously to rezone and annex about 35.5 acres near Seventh Street and Alvo Road.
A developer is proposing 145 single-family homes on the site, which is directly west of Kooser.
Mark Hunzeker, a Lincoln attorney representing developer Legacy Homes, said the first homes and roads would likely be built within two years but it could be as long as 10 before the entire development is built out.
The Planning Department had sought to require Legacy to install speed bumps or traffic circles to slow traffic on Seventh Street, but Hunzeker successfully argued that his client shouldn't be required to do something other developers in the area weren't required to do.

The project will now advance to the City Council for final approval.
In other business Wednesday, commissioners:
* Approved a zoning change and special permit to change the residential and commercial mix of a development at Northwest 48th and West Holdrege streets.
The approvals will allow a 275-unit apartment complex and 12,000 feet of commercial space to be built in an area previously approved for 70,000 square feet of commercial space. They also will allow 93 town homes to be built in a different part of the development that had been approved for a 400-unit apartment complex.
* Agreed that a proposed three-story, 80,000-square-foot office building at Nebraska Innovation Campus fits into the city's Comprehensive Plan for land use.
Innovation Campus developer Tetrad Property Group is hoping to break ground next month on the $18 million building that will be built on land slightly northeast of the corner of Transformation Drive and 21st Street.
